Souvenir shop near main street of Chinatown. Kobe pins aren't common, but there is a Gachapon machine right outside the store that sells a set of 5 Kobe-relates pins. Coins needed for the machine, but the shopkeeper inside was happy to make change.

Similar machines should be located in other tourist spots around the city - there was one at the top of the Herb Gardens.
